Non-business nor technical background

Dear all, I'm wondering how big a role plays the background in getting an internship with a major MC. Browsing the recruitment sites of the big consultancies (at least the ones for the Dutch market) I come to the point that most of the people they hired have a technical background, the economics and business comming second. Does somebody who studies Public Management (my interest lies in the field of performance based budgeting in public sector) make a chance, at least for an internship? Which company would you recomend for my case? I appreciate very much your comment on this.
