What would be the value of an intermediate level of Mandarin Chinese in the management consulting industry? As opposed to fluency. Will this be of value?
Probably worthless.
If you're working in China, they'll expect you to be able to talk Chinese fluently.
If you're not working in China, you're unlikely to be talking in Chinese.
It can help you get laid though.
