It wasn't just this year. You were very poor last year too. This sort of thing creates an exceptionally bad impression among potential recruits who might have been valuable to you later in their careers, and who may also bad mouth you by telling of their experiences with you, thus further damaging your image.
I suggest you really need to shake your ideas up if you are to throw off the impression of huge arrogance that you are apt to convey. If someone is unsuitable then have the bloody courtesy to let them know with a short note within a reasonable timescale. It's the least you owe someone who has made the effort (and time commitment)of submitting a serous application.
