not sure I understood that - and if I did I wouldn't recognise it from the office.
in my experience on balance the managers/leaders do care about their staff. there is a focus on development of staff - not always provided through training course but on the job coaching and mentoring. of course you have to perform - but provided you show willingness to learn and enthusiasm you'll get plenty of support.
Some consultants do leave after a few years; some stay and make a career of it.
