ever so subtly, yes

business casual could go as far as meaning a suit without a tie

smart causual could go to the other end and be a polo neck with chinos

For either, I'd play it safe and wear chinos with an ironed shirt

I like business casual to mean suit trousers with a nice shirt.

Smart casual is much slacker imo. Could even mean jeans and brown shoes or something.

As far as i understand it the grading goes;

formal (tux)

business formal (suit and tie)

business casual (suit and no tie)

smart (chinos and shirt)

smart casual (golf stuff)

casual (jeans + t-shirt)

fancy dress

casual
