How many years experience would one need to go solo and contract in HP/Change? How much are typical charge rates? 500 per day?

Ca. 7 years, but it depends on what level you have been operating at and how much you can use your network to get work vs. relying on your ability and personal track record.

If you have an industry background, you'd usually need at least a couple of years experience as a Business Partner or a HR Director.

If you're just looking to do interim work through a recruitment agency (rather than independently contracting) you should be able to find work with about 5 years operational experience, though it depends if you offer a particularly specialism (e.g. reward).

£500/day isn't unreasonable at the more senior end of the spectrum. £300/day would be more common though. Best to speak to some of the specialist contract brokers or maybe try the contract consultant section of this website.
