What exactly do consultancy firms mean by "industry experience"? Do they mean "internal consultancy experience" or do they look for specific technical/business experience within a specific industry?

Usually means experience in the client's shoes, so management experience within the same industry and type of organisation (e.g. blue-chip, start-up, SME) as the clients you will be dealing with. Your "technical/business experience" definition is probably closer, although if "internal consultancy experience" also includes following through, implementation and follow up, then that should also count.

what they mean is experience working in factories and boiler houses (i.e. industry, like the manufacturing industry).
