Bert, if you're a consultant then I worry for you. In fact, if you think that anyone requires following up nearly 9 years after they submitted their query I worry for you full-stop.

Well - exxxxcuuuuse me for wanting to make sure everyone gets an answer on this forum!! And no - he asked the question only 9 years ago so he would not be affected by the millenium bug in the meantime....
The reason why I came back is that I have been trying to follow this question up for 9 years - and now I finally have an answer. If he no longer requires an answer - then I think it's only fair to check?
Or - sorry - is this not what this forum is about?

Sure - try ACTEcon or Reckon LLP. They are both pretty well known in this areas.
As for the cheap scanner question - I will follow up on this. Might take me some time... I will get back to you....

I have noticed a degradation in the sound quality of my LP's. Is there any technology that you know of that might address this issue in the near future in a way that would be comercially viable?

Leo - good question! Unfortunately I have some bad news. I am sure that you read in What HiFi '86 that it's now generally accepted that audio technology has reached its apogee. The LP discs themselves will, however, become smaller - or more "compact" - however worry not my fellow audiophile, the LP player is here to stay!
