I'm interested in social impact /ngo type consulting, rather than finance related, for example. As a recent grad looking into consulting, would I get to choose which area I can work in?

There are consultancies that specialise in exactly that type of work, I would potentially look at going to one of them direct rather than joining a broader firm and then trying to ensure you work on that type of assignment (which will not always be possible)

i would strongly recommend getting some experience in a business functional area first before looking to work in ngo...specifically you'll need some actual value add experience/skills for ngo such as finance, supply chain etc otherwise you will struggle to develop a sustainable career there. Basically ngos need skills, not good intentions.

Before jumping into such consultancy services first try to avail some technical skills. If not for jobs try to do internships in order to gain these skills.
